Our USA’s Constitution seems to make our President as though a sovereign monarch relative to foreign policy, whilst Federal, State, County, Municipal and Home laws form a hierarchy of due process domestically. The three bodies seem to adapt reciprocally to requisite need for redundancy in execution, judgment and legislation; and yet the legislature is bicameral.
